Looks good, but it's not tape

I ordered the packaging tape so I can package our company items in a nice looking tape that represents our brand. I was surprised to see how big the rolls are, but upon trying to tape the boxes, I realized that I was sent a roll of non-sticky packaging tape. I'm not sure what to call it. I have to tape that down with clear tape to make it stick to the box. Not what I expected at all
