Pins don't stick to the back

I ordered these pins and the design looks good the plastice seems good although I didn't realize right away that there was a plastic film over the front . Thought they were scratched . But they look good after removing that protective film . The problem is the pin backs do not stay on the pin. They are barely stuck to the back of the pin and fall off. We have lost several pins this way.
